CTF Participant Recertification
Information for Participants
The California Public Utilities Commission requires all CTF participants to periodically recertify their eligibility. To recertify eligibility, participants must submit a Recertification Application via the eCAP website prior to their Eligibility End Date. Refer to the CTF Participant Report for participants’ Eligibility End Dates. The CTF program will send notice to participants of the need to recertify prior to their Eligibility End Date. Participants have the option to submit a Recertification Application beginning three months prior to their Eligibility End Date.
To submit a Recertification Application, participants must access their eCAP account and click the “Recertification Application” button for the appropriate service address. Click here for an instructional video on how to complete the Recertification process within eCAP. Do not create a new eCAP account to complete the recertification process. Contact the program at CTFhelp@cpuc.ca.gov for assistance in accessing your eCAP account.
Failure to recertify will result in revocation of eligibility and a termination of discounts.

Please note that it is possible for a participant to obtain reinstated eligibility after the Eligibility End Date of their old Application Number or CTF-ID, however when this occurs the program will assign the participant a new CTF-ID with a new Eligibility Start Date. When this occurs, there will be a gap in eligibility from the participants prior Eligibility End Date and new Eligibility Start Date. A participant with reinstated eligibility will receive a new CTF-ID and an updated Approval Letter to indicate eligibility.
Information for Service Providers
Participants must periodically recertify with the CTF program to maintain eligibility for the discount. The CTF program notifies participants of the need to recertify three months prior to the participant’s Eligibility End Date. Upon receiving notice, participants must submit a Recertification Application via eCAP. The program’s Applicant & Participant Guidebook contains instructions for participants. When a participant submits a Recertification Application, the CTF program will review it to determine if the participant is eligible under the new/updated program rules.
Upon recertifying a participant, the CTF program will send the participant a new Approval Letter and update the participant's Eligibility End Date within their eCAP profile and on the CTF Participant Report. If a participant fails to recertify eligibility, their eligibility to receive CTF discount ends on their Eligibility End Date.
